Executive Summary

This document serves as a formal Partnership Agreement between The Comeback Initiative Network LLC and Ministry of Compassion. Under this agreement, M.J. Evans will take up residence at 5904 Bolling Avenue, effective June 12, 2026, through December 12, 2026 (six months), and serve as Program Architect & Executive Director for both transitional housing locations, with full operational authority to build, run, and grow these facilities into legitimate, functioning transitional housing programs.

Core Commitment
M.J. Evans will reside at 5904 Bolling Avenue beginning June 12, 2026 through December 12, 2026, operating both locations as a real, professional transitional facility in his role as Program Architect & Executive Director. He will be responsible for ensuring occupancy, establishing programming, and building the operation into a sustainable, life-changing housing platform β€” at no cost to the property owner in rent, utilities, or household expenses (food excepted).

A core obligation of M.J. Evans under this agreement is to actively pursue all available external funding sources to cover the costs associated with program participants residing in the facility. This includes β€” but is not limited to β€” grants, government funding, housing vouchers, reentry funding programs, transitional housing subsidies, HUD programs, state and federal housing assistance, and any other financial resources that can be applied toward the expenses of men coming out of and through the facility. Securing this funding is a primary responsibility and a strategic priority of this partnership.

Operational Autonomy β€” Important Clause
As Program Executive Director, M.J. Evans shall have the flexibility and authority to run both locations as a professional transitional facility without outside interference in day-to-day operations. The property owner shall not interfere in program-specific decisions, resident management, or operational matters. Both parties are collaborative partners and are encouraged to discuss and align on program direction β€” however, final operational decisions rest with M.J. Evans in his role as Program Executive Director. This structure is essential to building a program that functions at a professional standard.

90-Day Development Phase

The initial 90-day phase is structured as an intensive assessment, relationship-building, and system-development period. Both locations will be brought to operational standards and run as a real transitional facility during this phase.

Operational Assessment & Standards
Complete walkthrough of both properties. Assessment of current systems, and immediate implementation of professional operational standards at both locations β€” because both will be run as real transitional facilities from Day One.
Phase Two
Institutional Outreach Launch
Direct outreach to correctional facilities, reentry programs, probation and parole offices, and transitional support organizations to begin building a housing referral pipeline β€” this begins immediately upon execution.

Workforce Development Partnerships
Contact with employer networks, workforce training organizations, and job placement partners. Development of on-site or program-linked workforce pathways.
Phase Four
Housing Referral & Occupancy Development
Build structured intake and referral system. Develop resident criteria, placement process, and documentation framework. M.J. Evans will have full authority over who is placed and who remains.
Phase Five
Grant Opportunity Research
Identify applicable local, state, and federal grant opportunities. Coordinate with grant writing resources on behalf of Ministry of Compassion.
Phase Six
Community Partnership Development
Formalize partnerships with community organizations, faith-based groups, social service agencies, and civic organizations aligned with the mission.

Operational Procedures & Intake Development
Develop complete operational procedures manual, intake documentation, resident agreements, and program structures.

Residency & Operational Requirements

M.J. Evans will take up full residence at 5904 Bolling Avenue, effective June 12, 2026 through December 12, 2026, for the six-month term of this agreement. Under this agreement, the following expenses are fully covered by Ministry of Compassion and are not the responsibility of M.J. Evans:

⚠ Repairs, Additions & New Materials β€” Important Clause

Any and all repairs, improvements, additions, or new materials required to maintain or upgrade either property are the sole financial responsibility of Ministry of Compassion. All quotes and estimates for repair work, construction, additions, or new materials must be submitted to and approved by Ministry of Compassion, and all associated costs shall be covered by Ministry of Compassion. M.J. Evans shall have no financial obligation whatsoever toward any repair, addition, or maintenance expense at either location. If a repair is needed and Ministry of Compassion does not act within a reasonable timeframe, M.J. Evans reserves the right to facilitate the repair and present the invoice to Ministry of Compassion for full reimbursement.

Bolling Avenue β€” Elder House Standards
It shall be the responsibility of M.J. Evans to bring the Bolling Avenue location up to the operational standards of a professional transitional facility. M.J. Evans is aware that the residents currently at that location have been operating under a certain system and culture. As Program Architect & Executive Director, M.J. Evans will transition the environment β€” with respect and structure β€” into a real, accountable, professional program. Both locations must operate at the standard of a legitimate transitional housing organization.

Compensation
Compensation Structure β€” Initial 6-Month Term

The property owner shall not be expected or required to pay M.J. Evans any monetary compensation during the initial six-month term of this agreement. The consideration provided β€” full residency at 5904 Bolling Drive with all bills, utilities, and household expenses covered (food excluded) β€” constitutes the full compensation for this period. M.J. Evans agrees to this structure in good faith and in recognition of the financial pressures currently carried by the organization.

If Income or Placement Occurs Before 6 Months
In the event that the program begins generating income β€” through placements, program fees, grants, or other revenue streams β€” before the conclusion of the six-month term, or at the time of the first confirmed placement, both parties agree to come together and negotiate compensation terms at that point. M.J. Evans shall be compensated fairly for his role and contributions commensurate with the income generated. These terms will be negotiated in good faith and formalized in a written amendment to this agreement.

Termination Clause

Either party may terminate this Agreement with thirty (30) days written notice. The property owner retains all rights of ownership of both properties at all times. Termination of this agreement does not affect the property owner's rights or obligations in any way.
