This proposal is being submitted to formally express my desire to become an active member of the Orange County Democratic Black Caucus while exploring opportunities for strategic collaboration between the Caucus and The Comeback Initiative Network (TCBIN).
I understand and respect the structure, leadership, committees, and decision-making processes already established within the organization. My intention is not to replace, interfere with, or duplicate existing efforts. My goal is to contribute, serve, and help strengthen initiatives already underway while bringing additional value through community engagement, outreach, communications, workforce development awareness, and strategic partnerships.
Both organizations share a deep commitment to uplifting the Black community, creating pathways to opportunity, and building stronger, more engaged communities across Central Florida. This proposal represents a natural alignment of missions, values, and community dedication.
Marcus J. Evans is the Founder and Executive Director of The Comeback Initiative Network (TCBIN), a Central Florida-based nonprofit organization dedicated to reentry support, workforce development, leadership training, mentorship, and community engagement.
With more than two decades of lived experience overcoming significant personal adversity, M.J. Evans has transformed his journey into a lifelong mission to serve others. His work spans institutional programming, community outreach, faith-based collaboration, and direct mentorship for individuals navigating reentry and life transitions.
M.J. Evans has built meaningful partnerships with community organizations, faith-based organizations, workforce professionals, and community stakeholders throughout Central Florida — including a Community Police Forum partnership with the Central Florida Urban League. He is a growing public voice throughout the region, recognized for his authenticity, commitment, and results-driven community leadership.
I would like to respectfully discuss one of two possibilities for how I can best serve and contribute:
Serving within an existing committee, initiative, or leadership structure where my experience, skills, and community relationships can directly add value to ongoing efforts.
Establishing a Community Engagement & Strategic Outreach Initiative that complements the organization's current structure and mission — focusing on outreach, media, and community storytelling.
When available, M.J. Evans can coordinate support through his media team to assist the Caucus with professional media services at no cost to the organization:
TCBIN would remain an independent organization throughout this collaboration. This proposal does not seek to merge organizations, share governance, or blur institutional boundaries. TCBIN would serve as a collaborative community partner when missions align — bringing resources, expertise, and community connections to shared goals.
The objective is to create opportunities for collaboration that benefit the community while fully respecting the identities, leadership structures, and missions of both organizations. All collaborative activities would be conducted with mutual agreement, transparency, and shared intention.
"Two independent organizations. One shared commitment — building stronger, more empowered communities throughout Central Florida."
Thank you again for taking the time to speak with me and for asking how I would like to contribute. I am truly excited about becoming a member of the Orange County Democratic Black Caucus and exploring meaningful ways I can serve while helping strengthen the organization's impact throughout our community.
I look forward to discussing this proposal with you and your leadership team at your earliest convenience. It would be an honor to work alongside such a dedicated and impactful organization.
Respectfully submitted,
Marcus J. Evans
